GOOD NEWS FOR ALL: THE PNP HAS AGREED, IN PRINCIPLE, TO LEGALIZE AIRSOFT!
this morning i met with p/supt joel napoleon coronel (who apparently is married to my good friend in college, sanday olazo) and col. anthony alcaneses (a classmate). both have been assigned by the firearms and explosives division and sit on the airgun classification and testing board.
apparently, they are aware of our initiative and upcoming petition and are waiting for it this thursday (apparently, someone is monitoring the web boards).
IN PRINCIPLE, THEY ALREADY AGREED TO AMEND THE RULES AND GIVE A SEPARATE CLASSIFICATION FOR AIRSOFT GUNS.
they requested me to draft rules regarding the legalization. they required the following to be included:
1. registration - registration shall be on a one time basis of p200 per gun. they did NOT agree to licensing of individuals.
2. citizenship- they suggested that only filipinos be allowed to possess airsoft guns. however, i argued that there are a number of foreigners playing. hence, they agreed to allow foreigners.
3. Accreditation of teams and playing sites - All teams will be required to be accredited, and sites shall pay a yearly fee (same as firing ranges), and shall be inspected for safety and proximity to residential areas.
sites will be required to impose reasonable rules of safety and security, and shall be required to have marshals during games.
4. transportation - when transporting guns, they must be in a case and unloaded.
5. Revocation of license and permit - misuse or abuse of airsoft guns in commission of crime shall result in revocation of license/ registration
i am currently drafting the rules and regulations which shall be posted by friday. thereafter, a meeting shall be called next wednesday at pioneer grill for comments, approval, and submission to the pnp by end of next week.
the whole process should take about a few weeks.
